The US Coast Guard has stipulated that with effect from 26th February 2016, all commercial fishing vessels (state numbered or documented) and newly built passenger vessels sailing in cold U.S. coastal waters must provide out-of-the-water survival craft. This means that basic life floats and similar systems that allow partial immersion of evacuees must be phased out and replaced, in order for the vessel to stay in operation.
